Putin said Russia had no plans to attack European countries but accused Western nations of escalating tensions through military exercises and actions in the Baltic Sea. Kaliningrad is a Russian exclave on the Baltic Sea situated between NATO members Poland and Lithuania. NATO, several European governments and the UK have accused Russia of hybrid warfare involving cyberattacks, sabotage and espionage, allegations Moscow has disputed. Putin acknowledged that Ukrainian strikes on Russian energy infrastructure had affected the economy, saying they had cost the country around 1% of GDP. He also said Ukrainian military operations in the Black Sea had knocked out more than 100 Russian ships during the conflict. Ukrainian President Volodymyr Zelensky has described long-range strikes inside Russia as "long-range sanctions" intended to weaken Moscow's revenues and military capabilities.
