Italy operates two migration centres in Albania, including a facility in Gjadër that was established in 2024. The Gjadër centre is now used to hold male asylum seekers ordered to leave Italy while they await deportation, with more than 500 people reportedly transferred there. Amnesty documented 42 "critical" incidents at Gjadër between April and May 2025, including self-harm, at least two suicide attempts and a violent protest. The report also raised concerns about treatment during transfers and said detention in Albania limits migrants' access to lawyers, courts and asylum procedures.Amnesty said the transfer selection process lacked transparency and accused the Italian government of restricting independent monitoring and parliamentary oversight. The scheme has faced legal challenges but is gaining attention across the EU, where new legislation allows countries to establish return hubs outside the bloc.
