No 10 official Clare Sumner highlighted concerns over the public’s perception of the discounts, even though there was no wrongdoing. Blair was advised by officials to pay back the full amount for the clothes, including cheques for £1,116 to Paul Smith and £6,532 to Nicole Farhi. Officials recommended that Blair ensure Carole Caplin was informed that such discounts should not be used again in the future. While no wrongdoing was found, the issue of public perception led to the recommendation that Blair repay the discounts.
