The failure occurred in just 12 seconds, with the majority of the power loss happening in five seconds, according to Aagesen. Poor planning by Spain’s grid operator Red Eléctrica, including failure to replace a crucial power plant, contributed to the blackout. Some power plants that were shut off preventively during the disruption could have remained online to help manage the grid, the minister said. The Spanish government’s report, which includes input from national security agencies, ruled out any foreign cyberattack. Spanish Prime Minister Pedro Sánchez defended the country's renewable energy transition, rejecting claims that it contributed to the grid failure.
