Caption: No 10 Appears To Backtrack On Burnham's Freedom Of Movement Referendum Suggestion. Downing Street has appeared to backtrack on Prime Minister Andy Burnham's suggestion that restoring freedom of movement with the EU would require another referendum. Asked whether he could introduce freedom of movement without a public vote, Burnham said “no”. However, sources later told the BBC that no decision had been made, while the prime minister's deputy spokesperson said the government would not "get ahead" of how the public might be consulted. Burnham has ruled out major changes to Britain's relationship with the EU before the next general election but said he wanted to begin a conversation about future options. He has also pledged not to move ahead of the British public on Brexit. Labour’s 2024 manifesto ruled out restoring freedom of movement or joining the single market or customs union.
