Declassified messages show the CNI highlighted two social media groups with a combined 180,000 followers, illustrating the potential scale of mobilisation. Six weeks after the crossing, more than 10,000 migrants, including unaccompanied minors, remain in Ceuta, while NGOs estimate around 140 people died during the surge. Foreign Minister José Manuel Albares said the intelligence did not warn the government of the magnitude of the July 30 influx. Prime Minister Pedro Sánchez has said Spain found no evidence that Moroccan authorities orchestrated the mass crossing, contradicting allegations in a Spanish police report. Spanish authorities nevertheless reported insufficient action by Moroccan border forces, with intelligence documents saying their increased presence failed to control the crowds. The government released 40 intelligence reports showing migration pressure had been building for days before the mass crossing.
