Ukrainian President Volodymyr Zelensky has rejected a German-backed proposal for Ukraine to receive associate membership in the European Union instead of full membership. Zelensky said Ukraine’s place in the EU “must be complete — full and equal” and warned against any arrangement that would leave Kyiv without voting rights. German Chancellor Friedrich Merz proposed an incremental approach that would allow Ukraine limited participation in EU institutions before full accession. The proposal would reportedly give Ukraine access to benefits such as participation in meetings of the European Commission and European Council. European Parliament President Roberta Metsola also voiced support for phased integration, including access to the single market, Erasmus and Horizon programs. Zelensky stressed that Ukraine is continuing reforms required for full EU membership while also defending Europe against Russian aggression. In a letter to senior EU leaders, Zelensky reportedly argued that it would be “unfair” for Ukraine to be inside the EU framework while remaining “voiceless.” Ukraine applied to join the EU shortly after Vladimir Putin launched the full-scale invasion in 2022, with accession talks officially beginning in 2024.
