The shortages come amid Ukraine's sustained drone campaign against Russian oil infrastructure, which has damaged refineries and other energy facilities. Russian Forbes calculated that damaged refineries account for 54% of the country's total refining capacity, contributing to a significant shortfall in petrol production. President Vladimir Putin acknowledged that the attacks were causing damage but described the consequences of the fuel shortages as “non-critical.” Russia has banned petrol and diesel exports to protect domestic supplies and increased fuel imports from countries including Belarus, Kazakhstan and Morocco. Moscow has also authorised the return of lower-grade petrol, while authorities have reportedly detained or fined some residents who publicly complained about fuel shortages.
